Missing Children Court Case Verification

Analyst: OPUS (Claude Opus 4.5) Project Milk Carton

OPUS INVESTIGATION: Missing Children Court Case Verification

Date: January 15, 2026
Investigator: OPUS Autonomous Intelligence System
Classification: VERIFIED INTELLIGENCE
Mission: Cross-reference missing children with parent/perpetrator court cases

Executive Summary

This investigation successfully verified court cases for 4 high-profile missing children cases by searching for PARENT/PERPETRATOR names rather than sealed child names. We have created a new database table (missing_children_court_cases) with 8 verified court records linking perpetrators to missing children cases.

Key Finding

Children's names are SEALED in court records. However, parent and perpetrator names are PUBLIC. By pivoting our search strategy, we can now systematically verify court cases for the remaining 669 missing children with zero matches.

Methodology: The Pivot Strategy

Problem

669 missing children in our database had ZERO court case matches because we searched for children's names, which are SEALED in family/juvenile court records.

Solution

Search for PARENT/PERPETRATOR names instead:
1. Use news sources to identify adults associated with case (parents, babysitters, relatives)
2. Search state court systems for those adult names
3. Cross-reference criminal charges with child's disappearance
4. Verify through multiple sources (news, court records, DOC databases)

Tools Used

  • Web Search: News articles, press releases
  • CourtListener API: Federal/appellate court records
  • State Court Crawlers: Texas, California, Florida systems
  • DOC Databases: Florida Department of Corrections inmate search
  • FBI Wanted List: Ten Most Wanted Fugitives
  • Charley Project: Missing persons database

Recommendations for Remaining 669 Cases

Immediate Actions

  1. Create Parent/Perpetrator Lookup Table
    - Cross-reference each missing child with news articles
    - Extract adult names (parents, relatives, last-seen-with)
    - Store in new missing_children_associated_adults table

  2. Automated News Scraping
    - For each child in missing_children, search Google News for "[Child Name] missing [State]"
    - Extract named adults from articles
    - Use NLP to identify relationships

  3. Batch Court Searches
    - Once adult names identified, batch search state court systems
    - Prioritize states with statewide search capability (TX, GA, MI, NC)

  4. Federal Case Expansion
    - Search CourtListener for kidnapping, child abuse, trafficking cases
    - Cross-reference with missing children by geography

Scaling Strategy

Step Action Expected Yield
1 News article scrape for all 669 ~80% parent name extraction
2 Texas re:SearchTX batch ~50 cases (TX missing = 73)
3 California appellate batch ~30 cases (CA missing = 134)
4 Florida myflcourtaccess batch ~40 cases (FL missing = 85)
5 CourtListener federal search ~20 cases (kidnapping/trafficking)
